Introduction
In October 2009 the Department published its new strategy for providing young people with the information, advice and guidance that they need to progress successfully through learning and into work. At the same time new Statutory Guidance for schools was published which advises governing bodies and head teachers of maintained secondary and middle schools (including academies and special schools), and teachers in charge of Pupil Referral Units/Short Stay Schools how to meet their statutory duties in relation to careers education and to ensure that the young people for whom they are responsible receive the support that they need.
The keymessages underpinning both documents were that:
- Changes to 14-19 education (including the raising of the age of participation in learning) and to the wider economy have profound implications for the support that we give to young people to help them to gain qualifications and progress into work that reflects their potential.
- These changes have placed the provision of high quality, impartial careers education (CE), supplemented by personalised information, advice and guidance (IAG) at the centre of the Government’s programme of 14-19 reforms.
Revisions to the Ofsted Evaluation Schedule and to the school self-evaluation form reflect this and CE/IAG now influences a range of issues on which inspectors are required to form judgements.
This Resources Pack has been developed to help schools to meet the challenges set out in the strategy, deliver the new legislative requirements and Statutory Guidance. It contains a range of materials designed to provide practical support to help schools to review and improve their provision. This includes:
- short briefing notes for Governors, careers co-ordinators and for other staff to develop their understanding of their role in providing young people with the help and support that they need
- materials to help head teachers audit the quality of careers education provision and to judge the extent to which provision is meeting users’needs
- Fact Cards designed to help schools to provide young people with the up to date information on Key Stage 4 and post-16 pathways that they need to make informed decisions
- A DVD on the main post-16 options for use in careers education lessons and to help engage parents and carers so that they can support their children’s decision making more effectively
- new classroom materials designed to help schools to deliver high quality careers education
- a framework of learning outcomes for young people aged 7-19 linked to the principles of impartial careers education designed to help careers co-ordinators to plan careers education within the school curriculum
- a Model Partnership Agreement to help schools improve the support Connexions provides to their pupils and ensure the effectiveness of this arrangement is reviewed every year.
